Shared-Decision Making Committee (SDMC)

The Houston Independent School District (HISD) Board of Education established the campus-level planning and decision-making process in 1992. As part of this process, each campus forms a Shared Decision-Making Committee (SDMC). This committee plays an important role in reviewing the district’s educational goals, objectives, and key instructional programs to support student success.

The SDMC brings together teachers, staff, parents, community members, and business partners to collaborate on setting academic and performance goals for the school, in alignment with the Texas Education Code (TEC §11.253, TEC §39.051).

Responsibilities of the SDMC

The SDMC helps guide campus planning and improvement through the following responsibilities:

  • Implementing campus-level planning processes

  • Making recommendations for the campus budget

  • Providing input on curriculum decisions

  • Recommending adjustments to staffing patterns

  • Developing and approving staff development plans

  • Reviewing, developing, and revising the School Improvement Plan (SIP) to improve performance for all students (once approved by the principal, the plan is presented to staff for review and approval)

  • Reviewing and recommending updates to the school’s organizational structure

  • Establishing ways to gather feedback from the community, parents, and staff

Meeting and Communication

The SDMC meets at least once each year to review the school’s performance and progress toward its goals. A record of the committee’s discussions and decisions is maintained and shared with school and district personnel. These records are also available for public review upon request, ensuring transparency and open communication with our community.
